    Expanding financial assistance to disadvantaged students / Public Chapter 1018 — A new law will expand the Ben Atchley Grant, which was established in the 1990s to provide financial assistance to disadvantaged students.     The Lewis County Public Library and Archives started the Halloween weekend festivities off with a "Not-So-Spooky Story Time".
